Tuskegee Airmen (optional rule)
If fighter cover is provided by the Tuskegee Airman (randomly determined in each zone), all enemy fighters are chased off. Or maybe instead have all damage be superficial and all wounds be light. Historically, the "red-tail angels" did not lose a single bomber to Axis fighters. (15th Air Force only)

Here's another way of handling Tuskegee Airmen: Allow German fighters to inflict all damage that they normally would, except for the "kill shot". Basically, they could blow the bomber to pieces, but never actually shoot it down. (Flak could still shoot the bomber down.) Thus, having a 99th Fighter Group escort would act as an unlimited supply of lucky rabbit's feet for that mission. So, bad things could still happn to the plane, and crew, but not the loss of the entire plane.

Your solution seems to assume that you wish to attempt to reflect history to the 100% degree and disallow possible outcomes that did not happen.
Pulling a bit from my baseball background, that's like saying that Rafael Belliard could never hit a home run.

No, he could hit home runs, just not Grand Slams in the bottom of the 9th.
Bear in mind, the bomber could still take severe damage -- perhaps to the point where it would unsalvageable, or even crash on landing (perhaps with all crew KIA). And crew could still die, or be severely wounded (then die after the mission). And the bomber could still be shot down by flak. (Many more bombers were lost to flak than German fighters, which is the opposite of the B17QotS game.) The only thing that would be prevented is a German fighter shooting down the bomber if the escort is provided by the 99th FG. (Escort which would only be provided on a fraction of the missions.)

Or here is another idea, and easier to implment as well: If coverage (determined by mission) is provided by the 99th, then coverage is good in all zones, both ways, to the maximum extent of coverage for that time period.

I like this idea much better. Gives good coverage which is historical but allows the chance for enemy attacks to get thru and try to attempt some damage.
