The emperors champion in the BT codex is 90 points + which ever vow you choose. He does not have a bolt pistol, only the black sword because its a 2 handed weapon. It grants him +2 strength and a +4 invulnerable save in close combat. Tthe artificuer armor gives him a +2 armour save. He has the slayer of champions special rule which (no matter what) fight any independant character close to him. No matter the odds the emperor's champion will always fight an independant character even if it was the avatar itself. The emperor's champion also cannot join or lead a command squad. He is always independant.
--Edit--- The Emperor's Champion lost the Iron Halo in the new Black Templars codex and no longer takes up the Iron Halo manditory slot meaning you can give it to someone else who has access to the armoury. His invulnerable save of 4+ given to him by the armour of faith is for close combat only.

The rule about always fighting enemy heroes willl be evry hard to implement. I believe it is possible, although I might be wrong, to prioritize against certain types of units, but I'm not sure.

I think it's possible to get him attack hero units before all others.
Wonder if the engine would allow detaching the hero in question from a squad for the fight...

There may be a way of making the enemy detach. Not being a coding expert I don't know. But it might just be possible. We won't rule out this idea until we have a definitive answer.

Ok, here's the fluff for the Emeperor's Champion:
The Black Templars Chapter is divided into several crusades and each crusade has it's own Champion of the Emperor.
On the eve of battle one Initiate will have a vision of the Emperor himself, and must then go to the Chaplains and tell them of his experience. The Initiate will then be blessed with the Litanies of Hate and anointed by the Chaplains before he is gifted with the greatest of the crusade's weapons, the Black Sword and the Armour of Faith. He is also armed with a bolt pistol.
Before battle, the Emperor's Champion leads the other Black Templars in prayer and contemplation of their sacred duty to the Emperor. They swear mighty oaths to bring ruin upon the foes of the Emperor. The Emperor's Champion then chooses one of four vows of the Black Templars, which are:
1. Suffer not the Unclean to Live
2. Uphold the Honour of the Emperor
3. Abhor the Witch, Destroy the Which
4. Accept any Challenge, no matter the Odds
In battle the Emperor's Champion leads his Battle-Brothers along with the crusade's Marshall and Chaplains, setting an example for the other Initiates and the Neophytes to follow. He seeks out the champions and leaders of the enemy force and slay them with the righteous fury of the God Emperor.
The Emperor's Champion is armed with the Black Sword, a bolt pistol and frag grenades and wears the Armour of Faith. Being a great and courageous warrior, he is also given Terminator Honours and crusader seals.
