To be fair to Webb, it was a pull and a foul. If you gave a penalty everytime that happened, you'd give 6 or 7 in a match, but if it's a foul, it's a foul.
He had a good handful of the guys shirt, it wasn't that bad a decision. Maybe if you start giving penalties for it player will stop doing it as it is obstructing your opponent.
Officially it would be pulling or holding an opponent 
Which in the normal world equates to obstruction. 
In the law book, pulling and holding are different to obstruction.

Poland's goal was offside but not Webb's fault. It was a penalty but they are not consistently given which is the problem IMO.
