Where can my son go to play free RPG games on the internet without having to download anything?

When he does a search they say "no downloads", but then they say "click here to download"...

I didn't either, lol, until he explained to me that it is "Role Playing Games".
Now he's wanting me to buy him some kind of software so he can design his own games. That's what he wants to major in when he goes to college (he's 14 now)
