OVERVIEW:

Any propsoed changes to the Eryndor by-laws can be made here. The protocol for this procedure will be outlined below. Since the current by-laws are sparse on the protocol for exactly how by-law changes are to be proposed, the same procedure as commonly followed by Ragnarok War Council was agreed to be a reasonable way to administer the procedure.

Proposals for by-law modifications will be open until December 30, 2008. The Unit Council vote for any changes will be held on Januray 10, 2009 in Monroe, MI at a time/location to be determined. The Unit Representative Counil votes on these positions. It is expected that between December 30 and January 10 any discussion within or among units regarding the proposed change can be made.

PROTOCOL FOR PROPOSING BY-LAW MODIFICATIONS:

Any proposed by-law change must be sponsored and presented by a unit representative here. Adjustments to the by-laws must reach a consensus-minus-one vote to pass, thus having a unit representative present any change ensures at least one unit supports the alteration. If someone without a unit affiliation endeavors to propose a by-law chnage, simply find a unit who supports the by-law alteration and they can present it upon your behalf.

To present a by-law alteration on this thread.

FIRST - Introduce the by-law alteration in plain language -- state the intent of the by-law change.

SECOND - Show the specific by-law section that currently addresses the issue (if any). As always, the by-laws are here: http://eryndor.com/bylaws.php

THEN - Show the EXACT language of the proposed by-law change, as it would be placed in the by-laws

FINALLY - Any general discussion about the change (pros / cons / concerns / etc.) can be made in another thread if anyone would liken to start one.

A FICTIONAL EXAMPLE:

"The intent of this proposed by-law change is to change the purpose of the Eryndor chapter -- we no longer want to have to recruit new people. Instead, we want to alter the chapter's main purpose to recruiting hamsters."

The current by-law reads:

Dagorhir, above all else, is a game about safe, medieval-style combat. It is all about fun. These by-laws are designed to be a guideline for the chapter of Eryndor so that it can conduct its business in such a way that keeps Eryndor focused on having fun playing Dagorhir. As a chapter of Dagorhir, Eryndor is responsible for:

1. Hosting fun practices, battles, and events and assist with running other national Dagorhir events
2. Helping to grow the game of Dagorhir and including all people
3. Maintaining a chapter that emphasizes safety and runs itself in a professional manner that always puts the best for all of Dagorhir above the personal interests of any one individual or group of people

We propose to change the bolded section of the by-law to instead read:

2. Helping to grow the game of Dagorhir, but ONLY FOR HAMSTERS

FORMALIZING ERYNDOR ELECTION PROCEDURES:

The intent of this proposed change to the Eryndor by-laws is to introduce a clearer structure on how future Eryndor Executive Board elections are facilitated.

The relevant sections of the current by-laws read:

"4. Eryndor Executive Board
A. The Eryndor Executive Board is 5 positions annually elected by the Unit Representative Council. The tenure for the positions i[s] 1 year (re-elections are always possible)."

It is proposed that the by-law be changed to read:

4. Eryndor Executive Board
A. The Eryndor Executive Board is 5 positions annually elected by the Unit Representative Council. The tenure for the positions i[s] 1 year (re-elections are always possible).
i. Election Procedure
1. Any current Eryndor member can be nominated for an Executive Board position.
2. The residing Eryndor President is responsible for managing the election process for the upcoming year. Responsibilities include announcing the opening and closing of nominations and publicly announcing the list of nominees for positions (using such a public forum as the Eryndor online message board).
2. Nominations for Eryndor Executive Board positions will open the same day as the date of the Eryndor event that precedes the Eryndor Season Closing event.
3. Nominations for Eryndor Executive Board positions will close the same day as the date of the Eryndor Season Closing event.
4. Voting for the Executive Board will be conducted before the new year (January 1), with sufficient time separating the closing of the nomination period and actual voting. This is so nominees have time to confirm their interest in the position and units can confer amongst themselves to determine who their unit representative will vote for on the unit's behalf. at the discretion of the War Council and Executive Board, the election may be facilitated online or at an agreed upon meeting location.
5. In the case where no candidate receives a simple majority vote from the Unit Representative Council, the top 2 [or more in the case of ties] vote earners will then be re-voted upon in a runoff election.

proposal 1:

Purpose
The purpose of the proposed bylaw change is to change section 2.f and add an amendment as 2.h of the Eryndor bylaws. Instead of placing half of an events profit in the treasury, a set amount will be charged to each unit based on the number of people in the unit.

The current bylaw reads:
2.f. Units running the event will keep detailed records (at the very least a receipt) of any purchases for an event. Reimbursements for these purchases will be made by the Treasurer of Eryndor, per normal policy. After all reimbursements are made, half of all leftover monies will be placed in the Eryndor treasury, while the other half will be given to the treasury of the hosting or co-hosting units.


Exact Language:
2.f Units running the event will keep detailed records (at the very least a receipt) of any purchases for an event. Reimbursements for these purchases will be made by the Treasurer of Eryndor, per normal policy.

2.h Every year, each unit of Eryndor will be billed an equal amount based on a sliding size scale. These dues will be used for the benefit of all members of Eryndor and for any necessary administrative fees. The base amount of the dues (shown as x below) will be set no later than February 28 and will be paid to the Treasurer no later than 1 month from the billed date. Unit rosters shall be given to the treasurer at the first unit council meeting of the year. The sliding scale shall be set up as follows
Units with - 1-25 members will pay x
- 26-50 members will pay 2x
- 51-75 members will pay 3x
- Continuing in a like manner

Discussion
This will provide necessary funds to run Eryndor as a growing chapter without overcharging the individual units. Each unit will pay an equal amount based on their size so the newer units are not overburdened during their development.

This will create equality among the units.



Proposal 2

Purpose:
The purpose of the proposed bylaw change is to change section 3.c.iii of the Eryndor bylaws. The addition to section 3.c.iii will state that anything bought for the chapter will be split equally among the units or each unit will have their own set. (I.e. firewood or event boxes)

The current bylaw reads:
3. c. iii Deciding how to use monies in the Eryndor treasury for gear, promotional items, and event hosting.
Exact Language
3. c. iii Deciding how to use monies in the Eryndor treasury for gear, promotional items, and event hosting. Any non-administrative purchase using money in the Eryndor treasury, must be split equally among the official units of Eryndor or an equal item must be bought for each unit.

Discussion
The purpose of this change is to ensure that every unit is treated equally and will always have the supplies they need to run an event. This would require an event box to be purchased for each unit.

Proposal 1

The purpose of this proposal is to increase the amount of money units receive for the efforts put forth into running their events. Simultaneously spreading the wealth for major purposes by putting a flat fee out for any extra purchases Eryndor needs. The flat fee makes it so that if you have 3 events in a year you will pay more than a group that only host 1. However with this you also have a lot more possibility to make money by hosting more events.

This is yet an unresolved issue and I need to first understand the legal ramifications of 'fund disbursement' policies.

The proposed amended changes:

2f# Units running the event will keep detailed records (at the very least a receipt) of any purchases for an event. Reimbursements for these purchases will be made by the Treasurer of Eryndor, per normal policy. After all reimbursements are made, 20% of all leftover monies will be placed in the Eryndor treasury, while the other 80% will be given to the treasury of the hosting or co-hosting units. In the event Eryndor needs additional funding for a purchase agreed upon by the Unit Council and executive board a flat fee shall be established. The amount needed for this purchase will determine the length of time and the amount of the flat rate that will be assessed. This flat rate fee must be established before the beginning of the season, and will be set to run for a period of time necessary for the funds to be raised without putting a burden on any one unit. The fee must be assessed for the entire year. This fee will be charged per event run at the time the event occurs. (This is yet an unresolved issue and I need to first understand the legal ramifications of 'fund disbursement' policies.)-what happened with this

Proposal 2

The purpose of this proposal is to give units more say in how much they charge for an event while giving them flexibility in how it is run, and the ability to better cover and event that requires more props, and or other purchases used in the running of an event.

The current by-law is:

2g The cost of all local day Eryndor events will be $3 unless there is a compelling reason to charge otherwise. Eryndor Potluck battles are free-of-charge and do not have any official hosting unit(s). The charge for Eryndor campouts is determined on a case-by-case basis.

The proposed change:

2g The cost of all local day Eryndor events will be no more than $5, and no less than $3, unless there is a compelling reason to charge otherwise. Eryndor Potluck battles are free-of-charge and do not have any official hosting unit(s). The charge for Eryndor campouts is determined on a case-by-case basis.
