Why don't you submit elsewhere? I've been reading a blog called Superhero Nation, there's a lot of good advice over there. They reckon that if someone pays an artist to do the proposal (which admittedly is expensive) and submits it has a much higher chance of being accepted. But it is expensive. Just a thought. Pretty much the only way to get an editor to look at your script is to have finished art for it, and the only realistic way to do that is to pay an artist.
