Things that make you go Hmmmm I got this guy about 7 years ago. As far as I know he is Prof. X a british Action Man Villain. I know by the look of his disco suit he should be from the 70's and his hair cut he fits in the 80's
Please notice the large hole the poor man has on the side of his head inside this are blinking l.e.d.s along with one in his eye.
Also take a look at his yellow glass hand he is a man to be feared.
I hope to add a picture later of him in his Hi-Chair of DOOM.

The chair is from another toy line but it fits him fine.

If your asking about the Hi chair of doom it is a Lanard toy.
The chair alone cracks me up it has rescue stickers all over it.
But it carries rocket launchers.
Makes me think about the "Wrong Trousers" episode of Wallace & Gromit.
