I think that Makai Kingdom is easily just as good if not even better then Disgaea, in terms of English VA.

I got stuck on the steps in the area where you teleport between cities. Also, the voices frequently get stuck looping during fights.

I don't know if this counts as a bug or not.
I finished the game and made it to the cutscene and then I get a black screen. No credits or anything.

Yeah, that's a well known bug. Just try it again after turning the voices off; most people found that to work (though it still works at times with voices on, I beat the game for both endings with voices on)
