It kind of depends on how many stored stars a character already has. I'll quote someone from GameFAQs who has something to do with this.

For the most part, that's true. Though there maybe a character that has 3 bonus and reaches +8. I can't think of one though.
1-20: 1 Point per Star
21-100: 1 Point per 2 Stars
101-500: 1 Point per 5 Stars
500 Stars = 140 Points
Lv 1-30: 1 Point per 10 Levels (4 Points)
Lv 31-70: 1 Point per 20 Levels (2 Points)
Lv 71-100: 1 Point per 30 Levels (1 Point)
Lv 101-800: 1 Point per 50 Levels (14 Points)
Lv 801-4000: 1 Point per 100 Levels (32 Points)
Lv 4001-10000: 1 Point per 200 Levels (30 Points)
Lv 10001 - 69000: 1 Point per 500 Levels (117 Points)
69000 Stored Levels = 200 Bonus Points
The variation in stats, I don't know exactly. I just know its between 10 and 12%.
So there. I think that answers your question.

I now have a question on reincarnation, myself. I already see that reincarnation inherits magic and healing abilities, as well as bonus abilities such as EXP+10%, but do you inherit weapon skills as well? So, for example, if you mastered a Magnet with a Purple Idol, when you reincarnate into a Floating Mine, can you still use Magnet skills with impunity? Or do they get deleted?

Yeah you inherit weapon mastery, but I noticed something weird, maybe someone can explain:
I had a highest rank witch that I turned into a few other things and then back to a witch, but somehow in the process she lost one of her omega spells, but I have no idea why.
I retained my weapon mastery from all the other classes, but lost just one spell, Omega Wind, very strange...

A lot of people seem to have the same problem. I haven't tried myself, but I guess Omega spells simply don't carry over.

Something weird that happened to me... I had a character with Ice, Fire, and Wind, but after a few transmigrations, I only have one of the three left (don't recall which).
Also, how do you get Omega Spells for multiple elements? My witch had Omega Wind, lost all of them down to basic Wind when I transmigrated, and, as a Ghost Hunter, has only gotten back up to Giga level (and only for Ice), despite being at least level 700.

you can carry over like 20 or 30, the ones at the bootom of the list start disappearing so be sure you arrange your skills and put the ones you want to keep to the top of the list.

I just ran into this today, I had the bright idea of trying to get a character to master all 32 weapon classes, and noticed that while I was getting the syringe skill, the character never learned mega heal.
You can only carry 32 "innate" skills (magic, stat boosts, and weapon classes, as opposed to the skills given to you by your current weapon, which aren't counted). Of course, two of these are going to be your undroppable fists of fury and whatever team attack that class has, which means my dream of having a character with every skill in the game is already over 
You can use the Library to delete skills you don't want. If your skill list fills up and you reincarnatee, the skills on the bottom are erased before the new skills are added... this means if you have sword level 10 on the bottom of your list, and you're full, and you reincarnate as a character with sword ability, the level 10 sword ability is deleted, then you get the new level 0 sword ability :/

You CAN get rid of Fists of Fury and the team attack if you organize them and put them at the bottom of you list. Then all you have to do is just learn two more skills and they'll get kicked off. At least, that's what I've heard. I never bothered to try because I don't try teaching that many skills to my units.

Fists of Fury and the throw move can get deleted on the current character, but WILL always return to that specific character if it is reincarnated once again, as it is the default two skills. ;|
