ok im new to the whole Nippon ichi games so i dont fully understand some things including reincarnation. when i reincarnate a character do they always start again at lvl 1 or is there a way to get them back to there original lvl?

Well, due to the very nature of reincarnation, they're being born again. It makes sense for them to be at level 1 =P However, the upside to this is that they will start with extra points to add to their stats, so that when they reach the level they were at before, they will be significantly stronger than they were.
Unfortunately, there's no way to reincarnate them at their original level.
