yeah, you could do that, but there are a number of complications...
1) Nekomatas will counter and slay anyone who tries to attack it at close range
2) Even killing it will count as an ally kill, therefore if you do NOT want the bad ending you should not do it
3) Only attempt this if you are raising the Nekomata in 4-3 to 9999, where it will have obscenely low HP in contrast to its maximum

Aye. You have to subdue a specialist (defeat it in the Item World) before you can move it around. As an added bonus his level doubles when subdued. To make really powerful specialists you subdue, move, merge, subdue again, and so on.

Yeah, they're generally random. Some weapons have specific innocents in them like Armsmasters.

Just use a level 9999 Neko :x
You only have 3 turns to get to the No Entry geo symbol and make it asplode, just so you know.

In chapter 4 there is the River stuff where you can get Nekomatas that level up cuzz of geo pannels after i cleared the game the first time and was lvl 67 i was still 67 by chapter 4 yet so i went and did the level and let all the monsters on the map level up 2 60-160 in level and had a guy standing by the geo block 2 kill it off and just Had Adell kill the Nekomatas and gained 5 lvls first time and just did that tell was like lvl 275 or so didn't take 2 long. then i cought some Nekomatas started out at 500 then 1050 or so then about 2075 or so and thats as far as i have gone so far but i plan 2 get up to 9999. Also after Adell hit 275 i got the cave of ordeals opend up and down 2 level 4 and started lvling him there. Once you get his fist weapon lvl 21 he gets BigBang and that totaly helps lvling in CoO4.. thats how im leveling up for now.. tell i go into the item world soon 2 start making items >
