Ash has tons of attacks that would probally instantly kill Laharl (yay Winged Slayer!!!) , expesially if Solemn Vow was activated, so i would have to say Ash.

If you're going by a game standpoint, Laharl by far.
Laharl w/ 255 Sword Mastery + level 100 perfect Yoshi-tsuna + 3 level 100 SRS all w/ matching rarity >>>>>>>>>>>>> * >>>>>>>>>>> Ash
It doesn't matter whether Ash has Winged Slayer. Laharl's got Winged Slayer too, and Nightsever has a better multiplier than InvisiSlash if I remember right. Bravehearting both of them to 2x ATK would make Laharl overkill (21+ million ATK, anyone? :<) and the caps in Phantom Brave don't even come close to Disgaea's stat cap.
So. From a game standpoint, Laharl pretty much eats Ash for breakfast.
A plot standpoint would be totally different though. Sukotsuko's reasoning is perfectly.
Technically, Ash can never die 'cause he's a phantom. And Phantoms are technically "already dead." Though in this state Ash can't do jack to Laharl because Laharl just happens to be 5x stronger than he is. :< Stalemate in such respects.

The system in both games is broken, you can't judge who is better by their stats and masteries because they have different systems of working. While Disgaea is turned base, Phantom Brave is speed based. I don't think it's fair to judge them based on different planes.
Laharl, being an overlord, has more growth capacity I think. Though it's not mentioned the full potential of what a human phantom can do. We all saw that Salome was able to rise up to be an overlord even though she was only a human. A human who became an overlord and had enough mana to make another overlord extremely powerful. Etc.
Anyway.
Power is one thing, knowing how to use it is another. I always think that Laharl, though with so much power, still doesn't really have much -reason- behind it. Only to get stronger. Ash has a will to protect, so it's a bit tough to say.
Personally, though I might be a bit biased, I think Ash is more quick thinking than Laharl. You can't rely on power all of the time, but that's just what I think.
I feel like I've responded to this before, or something. I guess I was wrong.
