Stronger Enemies Bill?


Something I never figured out, and haven't had the guts to experiment with yet.

I've read multiple places that you can only pass the Stronger Enemies bill 20 times. Obviously its to cap the maximum level of things you can fight.

My question is, is that 20 times a hard limit (as in, every time you pass it, it goes count +1), or is it a soft limit (as in, the limit is enemies that are 20x harder)?

Heart of the matter, I suppose, is if I pass Stronger Enemies 20 times, then Weaker Enemies 20 times, would I then be able to pass the Strong Enemies bill 20 more times, or would I be stuck at "normal" level enemies until I started a new cycle?

Could I crank up Stronger Enemies for training, and then lower it back down for when I'm trying to steal something from an item god to increase my chances, without worrying about hitting a wall with it?

You can change enemy levels up and down all you want. There's no limit other than the maximum number of passed bills at one time.
