CoT
Is CoT 3 the best place to level up? I like Celestia 1 better.

Yea most people will probably tell you that CoT 3 is the best place to level for a verrrry long time. But I didn't start leveling there until...well I forgot but I leveled sooo many times at Celestia 1 before I went to CoT3... That Celestia level is probably the second best place.

The absolute best place is BoE, or Beauty of Evil. After you beat Marjoly there, there will be 3 Divine Majins and 2 Clerics (whatever rank they are). It takes almost twice as long to clear as CoO3, but the exp is muuuuuuuuuch better. However, you'll need to be an excessively high level to get this to work well, because those Divine Majins are really high level.
EDIT: Forgot to mention, Item World is probably your best bet after BoE and CoO3. Low Rarity Legendary items have some pretty high level monsters for good exp.

I can't access Marjoly's place(Beauty Castle, right?). Whenever I try to pass it, I either can't select it or the members Loathe me a lot. How can I access Beauty Castle?

You have a level 200 something Laharl right? Build up that Diabolic Sword of yours a few levels and go kill everyone there =P
An easy way to do this is: Find the highest level senator that votes "Yea!" and get some fodder units to throw some weaker (but still high level) enemies onto him. This will build up his level like any other monster, BUT he'll still be on your side. This way you can stack higher level enemies on him and take out the weaker ones. It may take a few tries but in theory it's not that difficult. This works best if you have a small council.

The only way I got CoO is because I did that combining technique. It doesn't work since, almost always, all the Senators LOATHE me. I guess I have to level up that sword...

I see. Well just get that 300 statistician, hit about 50 more levels (shouldn't take long, maybe 3-5 minutes at MOST), and then show em who's boss =P

Err...no.
BoE will always be your best bet if you want to level up quickly. Even though you may encounter a lot more high lvl monsters in the item world they are very often widely spread thus slowing you down.
If done correctly it will take you only 5-10 seconds more to clear BoE than CoT3, which isn't very mich is, EXP-wise and time-wise, much faster (in the long run.
Here's my general BoE rundown:
-Have three characters equipped with Hyper Drives, whereas the 3rd character in your roster will be the one you want to lvl up
-get out your first character and move him one square diagonally left and down of the "lower" priest
-Have him throw the priest behind one of the Majins
-Get out your 2nd character and palce him one square diagonally up and right of the other priest
-Have him throw the priest behind another Majin
-Get out your 3rd character and palce him in the small "gap" at the upper left of the big "M" on the carpet
-Use Winged Slayer
-Map cleared, repeat process
Trust me, once you can do this real quick and without error BoE will be a breeze.

Well, granted. However, BoE gets old for a lot of people and with a healthy supply of Gency Exits, killing one or two super high level enemies on the 99th floor of said items can be a lot faster exp than BoE if done right. Besides:

That's what's keeping a lot of people from being able to do it so easily. Hyperdrives aren't exactly easy to come by. If you don't have 3 of them, it could just be faster to go in, kill some super high level enemies, and Gency out, instead of setting up this thing without Hyperdrives.
All a matter of personal preference and opinion I would say. "Different strokes for different folks" and all that.
