Exactly, we're listening to the initial question, which is "Is CoT 3 the best place to level up?"
The answer is no. BoE is the best place, regardless of the need to throw enemies an how much attack power is needed to take them down in a single attack. It takes 2/3 throws and then one attack, yet still gives you more EXP for your time, and that's if you want to have just one person take all of them out at once.
And this isn't a matter of maxing out levels, nor is it a matter of where to level up when on your way to uberness, it's a matter of the best place to level up. While CoO3 is a great place to level up when you're lacking in strong enough equipment, it's far better to level up at BoE after you've gotten your hands on some ass-kicking stuff.
Also note that BoE even works for those who want to use prinnies to amass levels (They level up MUCH faster) for the sake of transmigration. The map is set up so that one Prinny + Hyperdrive + Uber Equipment + 2 Throwers + Pringer Beam = About the same time consumption as setting up for a Dimensional Slash or Winged Slayer. Granted, I've never bothered with that method, nor have I seen any charts of how much time it would take to get 185,000 stored levels this way, but even then it would take less time than having someone with a Yoshi take out the center guy in CoO3, then have the Prinny do his thing from there.

I COMPLETELY forgot about using prinnies to stock up on levels >< Whenever I decide to play Disgaea again, that's my next goal so I really needed that. Thanks!

It doesn't really matter.
If you can actually put a dent into the galactic demons and have a decent movement score, you can attack them and run to the opposite end of the area and they'll never attack you. Just come out of the base, attack, escape to the opposite end, end turn, reenter the base, repeat. The enemies of COT3 don't even bother approaching you if you stay out of their attack range.
If you can't beat them this way, build up somewhere else, like the place where you fought Gordon (galactic demons are worth big exp) or Celestia part one (vamps are also worth a lot).
Also, don't hesitate to move some chars with braveheart/magic boost into the safe zone, if necessary.

In this game is not "just" the base level that makes a character... its what they know... like if they have a sword level of 50 they can kill CoO at level 1... Ive done it... yea... granted i did have a pretty good sword though...
