First (well not FIRST, but everything before this is obvious), I transmigrated my thief to Space Pirate. Then, I gave him my legend Cosmic Blade (with level 1000 Armsmaster ) and used it until he learned Winged Slayer. Guess what next...
Yup! Cave of Ordeals 3! Kept repeating the process of using Winged Slayer to kill the Galactic Demons all at once (don't forget, other characters can use Braveheart or "soften up" the enemies for the thief).
etc etc... My thief eventually got to level 4000 and was capable of stealing the Super Robot Suit with 100% success rate with any hand. Be sure to invest a lot of bonus points into Hit to raise steal rate.
...OH one more thing. You might as well go ahead and raise the Cosmic Blade's level to 90 before the above. The Item God will appear at level 100 with the Yoshi tsuna every time (well, every time I did it).

If you raise the theifs hit... will his steal rate go up? or is it just on the hand?
er, both
steal accuracy is determined by the following
thief's hit score
type of hand
hand's hit score
difference between thief's level and enemy's level
target item's quality (rare stuff is harder to steal)
like I said, though, if you raise your thief to level 4000 (plus some transmigrations), he can steal anything (that can be stolen)
