The new board from the October elections take over in November after the banquet because under ARTICLE II: MEMBERSHIP it says:
D. Current year memberships will not be sold after the last point race of the season. Membership renewals and new memberships will be available as of the November general membership meeting. Which to me means that sales of memberships go on in November and because under ARTICLE II MEMBERSHIP C. Membership dues shall be on a calendar year basis, of an amount set annually by the Executive Board. Current DCRA membership is required to vote on DCRA matters.
 A signature (from Latin signare, "to sign") is a handwritten (and sometimes stylized) depiction of someone's name, nickname or even a simple "X" that a person writes on documents as a proof of identity and intent
Therefore under this I believe that the old board need to investigate the complaint filed on Oct. 13 which requests an investigation for reason of vote tampering, underage voting and proxy form forgery. The board had met at this request and found that there were witness signatures the same as the proxy form names, no dates, no witnesses and underage votes. The board called one of the persons on the proxies and verified that 2 proxies were invalid because they belonged to a motorsport and not a person. ( not legal to vote unless card has persons name on as member. I also called and verified that there was a vote casted by an under age vote. I did not need to call the third party who signed as a witness and as the person proxy voter because they called someone and said they could and its legal. Im sorry but even if this party says to sign their name it IS NOT THEIR signature. A signature is in that persons own handwriting. Because I feel that the voting procedure was violated it is my belief that Mr. Dabb should be our new vice President with no questions asked. A meeting will be called with the new board members and the old board members to validate this but, I will first request an opinion from the District Attourney if any criminal violations have occured. If their is any ( I ) will personally see all parties involved will be removed as members for 1 year. If you read the track policy it says ARTICLE VI: PROXY
A. A proxy (absentee) vote may be submitted by any active member of DCAR, under condition that each proxy vote is submitted on a “PROXY VOTE” form supplied by DCRA or a copy of said form, or any form which contains the following information: name, DCRA card number, issue or office, vote, date, signature, witness signature.

It really amazes me that of all the people complaining about rules not being followed are the same ones that are crying the loudest now that the rules are being followed. Do you want to continue to pick and choose when to follow them and for whom?? Seems like that is the issue here.
 I believe what Gary was saying about the VP position, is that if there is evidence that there was vote tampering, then the next highest vote getter should get the position and that would have been Dabb. At no time was there any name calling or bringing up old issues, just trying to get to the bottom of this to make the club solvent once again. This just goes to show that the proxy vote system that is being used now, Does NOT work, it needs to be made tamper proof, with one person handling them going out and coming in and that one person should be the secretary, that is their job.
