Well the WWE does have development leagues so they can build up new talent though not that many become main eventers
TNA is new yet so they rely on the indy wrestling leagues and WWE cast outs for new talent

Stars will always get top billing
TNA is good at making new stars, more then half of it's on air talent were pretty much created by TNA the rest were WWE Cast offs

yeah three of it's top stars; AJ Styles, Christopher Daniels and Samoa Joe all became stars in TNA
