About the only thing that it will be similar to X-Men to is the fact that it is mutants, and it is Earth. The current state of the planet and governments will be original. Hopefully players will create some original characters with original powers

Well basically it will be on earth with teo major factions as ruling governments. One will be striving to pass a law exiling mutants from their lands wanting the mutant "problem" to disappear, the other will be trying to create a mutant army that has been banned by the council that no mutants will be created for military purposes.
