If I had to venture a guess, I would say the prop people bought a frame that had a picture already in it and intended to Photoshop in a picture that looked like Mabel (or someone important to Eddie) later on.
Of course, there is the more seedy possibility that Eddie was, for some mysterious reason, carrying around a picture of another woman. Maybe that is related to the larger story line.

Anyone compared it to the actress in question and the marriage photo? I'm sure it's easy to find her old photos listed. Could just be an early shot of her rather than an unrelated nobody.

At this point, I'm actually buying the "unknown actress" theory. I don't think this is Kelly--although I'm not ruling that possibility out.
She could be a stage actress, by the way. She could be from outside of the US, too. She needn't be Hollywood royalty to have a glamour shot.
As far as a comparison goes between this and the marriage picture, I don't think the subjects are the same. They are quite apparently different women.

I do not think it's grace Kelly, more like Ingrid Bergman:
I think of few possible solutions:
a) the picture frame was for the wedding photo, and the picture of the famous actress was revealed when Eddie removed the wedding pic to show Mabel. The Picture Frame might have been left at Mabel's posession.
b) Eddie was a fan of the actress
c) Mabel was a fan and the pic was a souvenir for Mabel
