That is interesting, this pic shows TWO shelves, but in the Show it looks as if there was supposedly be three....

Maybe the prop came like that and they removed the now spare brackets. Maybe they decided that two shelves looked better, maybe the third shelf was missing or broken.
Having thought through the reason for taking some things and not totally everything at once, I came to the conclusion that whoever held the key used the room like a locker. Where safer to store an object than within the room itself? They could raid the treasure room at leisure and gradually over time fewer and fewer objects remained within, plus as the key changed hands. Also though it's all down to the type of person certain motel men were like, some may have taken lots of objects while others maybe nothing at all. Some as we have seen just used the room as a means to travel from A to B.

Yes, actually that makes the third shelf "credible" not "confirmed" as we have not actually seen the third shelf...
