It might be kind of hard for new players or players who can't/won't get the acheivements though.

I think it'll even out pretty well. I mean, the game developers were able to create super balanced characters in the first place, so I'm sure they can upgrade the characters with the same balancing skill.

Actually, the weapons are much easier to get since you only need 22/38 for the final one (axetinguisher). The only one that makes a difference is the backburner, and thats really only pyro v pyro, its not too big of a change.
