I believe it is because Caym hasn't gotten web hosting yet. If you haven't purchased hosting yet, you are the host, meaning you can modify any files from your C drive.
Anyone, feel free to correct me.

Right now I'm using Photoshop and Dreamweaver to make the site. After I purchase the host I'll transfer all the files to a computer with internet (this one) and then transfer it all with FTP.
