Some people said it is better that you have it in Taiwan. but if you didnt, You could follow this direction to get it easily.
I prepared the documents well, so the interviewer signed me VISA without too many questions.
First, Prepare your documents well-
There is the official check list that you should compelet all the documents that might be applicable for you-

( I have- Application form, supplementary information sheet, passport, I-94, my previous I-20s and one with SB international office signature, Processing fee- $75 cash, Two passport photos, Proof of funds -bank statements, invitation from friend
in Canada (print out from email), flight ticket information (print out from email).
2. Go to 1251 Avenue of the Americas
New York, NY 10020-1175
(Get off subway stop: Rockefeller center) Before 10:30AM. GO pass the security and pay the money and wait.
3. Usually you could get the visa the same day.
