Question
You are on quite a passive table and raise pre-flop to 11k. You get 3 callers.
First to act on the flop, you bet out 28k, 1 pass, next player moves in for 69k and so does another for 38k. What now?

ok, so my logic/comments.
Assuming 2 of the callers pre flop were the blinds, there is 44k in pot preflop. This is raised to 179k after 2nd all in, you have to bet 41k (of your 49k) so you would be crippled if you called and lost.
Range of hands you are probably against,
QJ (2 pair), Qx, Jx (Pair), KT, T9 (open ended) Ax, Kx, Tx (clubs ).
You are something like 40% against most hands except the higher flush draw and then you are < 10%.
In summary, you should call, you are getting 9/2 on a call against most hands where you approx 40% to win, or worst case against Ax, Kx, Tx clubs you are only 10%.
If you fold, you are left with an M of 8. Not knowing the chips stacks of the other 6 players and/or the payouts you don't have complete information, but I can't see you folding this hand.
Having said all that, not sure I would be raising UTG pre flop with this hand. Also, if you lead out with 28k into 44k, you should have already considered if you would be calling any raise.
